The World Mayors Summit on Climate (WMSC) to be held on November 21, 2010 in Mexico City is convened by Mexico City in conjunction with the World Mayors Council on Climate Change (WMCCC), ICLEI – Local Governments for Sustainability and United Cities and Local Governments (UCLG). These organizations unite thousands of authorities and local governments throughout the world.

In addition to the participation a broad diversity of local leaders and high level representatives of their global partners, Mrs. Christiana Figueres, Executive Secretary of United Nations Framework Convention on Climate Change and Mrs. Cecilia Martínez Leal, Director UN-Habitat/ROLAC, addressing on behalf of Mr. Ban Ki-moon, will also address the WMSC.

The Global Cities Covenant on Climate (the Mexico City Pact) will be one of the most concrete outcomes of the WMSC.

The Mexico City Pact consists of two parts: the first mentions considerations as to why cities are strategic in combating global warming: the second establishes a set of voluntary commitments to promote strategies and actions aimed at mitigating GHG emissions and adapting cities to the impacts of climate change. To establish and follow up on cities’ commitments, the signatories will register their climate information in carbonn Cities Climate Registry (cCCR) powered by Bonn Center for Local Climate Action and Reporting (carbonn).

The WMSC falls within the context of a series of prior efforts undertaken by cities and local authorities to take action against climate change in the world, such as the signing of the World Mayors and Local Governments Climate Protection Agreement (2007), the Local Government Climate Roadmap (2007), the publication of the Copenhagen World Catalogue of City Commitments to Combat Climate Change (2009), the Copenhagen Climate Communiqué (2009), the Dunkerque 2010 Call on Climate Action (2010), the Bonn Declaration of the Mayors Adaptation Forum (2010) and the Climate Summits of Major Cities of the C40, among many other efforts.

The outcomes of the WMSC will be presented at COP16 through a side event on 3 December Friday at 20.15 in Room Monarca. The side event will also be a means to communicate updated positions of the local governments on the AWGLCA and AWGKP negotiations. In the braodest terms, local government representatives would encourage UNFCCC and KP delegations to be inspired by the "Plan of Action on Subnational Governments, Cities and Other Local Authorities on Biodiversity" that was adopted by the nations at the COP10 of UN Convention of Biodiversity in Nagoya, Japan on 18-29 October 2010.
